Deputy First Minister Kate Forbes says "real progress" is being made towards a sustainable future for Grangemouth.
Project Willow has already attracted 82 enquiries from potential investors.
More than 400 people are being made redundant, as the refinery closes.
Meanwhile, chemical manufacturer Syngenta has announced 38 new jobs will be created in Grangemouth.
Deputy First Minister Kate Forbes said:
“Syngenta’s expansion is a great example of the future we want for the Grangemouth complex and reflects the location's attractiveness to investors, with access to a skilled and experienced workforce and established infrastructure.
“Real progress is being made through both Project Willow and other associated manufacturing opportunities.
“With Scottish Enterprise currently dealing with 82 Project Willow enquiries, it is clear there is an appetite from the private sector to bring new, hi-tech, low-carbon projects to the area, creating demand for the highly skilled workforce.
“The Scottish Government’s £25 million Grangemouth Just Transition Fund will support businesses bringing forward investible propositions for the site.”
