People across Stirling are being asked for their views, with the council facing a budget gap of more than £12 million.
Last year, council tax increased by 8.8%.
Parking charges across Stirling are could rise - the local authority has put forward plans to charge £6 per day, and raise fees to £3.50 for an hour.
Plans to reduce the number of additional support for learning staff have been outlined - with 2 full time equivalent jobs gone.
Meanwhile, street lights could be dimmed - with figures suggesting the move would save £45,000 a year.
Rises in nursery fees are being proposed, as well as an increase in burial charges.
The survey is on the Engage Stirling website, with paper copies available in libraries shortly. The closing date is Sunday 1st February.
Stirling Council Leader, Cllr Susan McGill said: “The ongoing financial challenges faced by local government means we need to continue redesigning our services so we can do things better and more efficiently.
“To achieve a balanced budget, however, we must also make some tough choices once again. This is why services across the council have produced detailed proposals to save money, raise more income and do things differently.
“Council services cover every part of our lives, and in ways you may not even be aware of, so it’s important you look at these proposals and share your feedback. By doing so, you will help inform the final decisions made in the budget and ensure the long-term financial sustainability of the council.”
