A Stirling Council report says they are at financial risk.
The local authority will discuss a report on Thursday 8th February which says financial sustainability is the "most significant" risk facing Stirling Council.
It says they can't afford to continue services at the current level in the medium term.
Stirling Council is looking to make £13 million worth of savings this year.
It includes proposals to reduce the primary school week for pupils, and close all public toilets.
The report also shows the local authority spent £371,000 on hosting last year's UCI Cycling World Championships - more than initially planned.
