Falkirk Town Hall could be demolished after the end of this year.
Councillors are to discuss plans to knock down the building after the panto season.
A report says refurbishment of the site "is not considered best value".
It also argues the Town Hall is continuing to deteriorate.
The local authority will meet on Wednesday to debate the plan.
